Understanding Project ReStart
Counties Served: Durham, Orange, and Chatham Counties
Project Type: Housing Stability & Economic Empowerment
Partner Organization: Chatham County Hispanic Coalition

In Durham, Orange, and Chatham Counties, many families are facing the harsh realities of eviction, rising rents, and job insecurity. Project ReStart was developed as a response to these mounting challenges—combining immediate relief with long-term solutions to help individuals and families rebuild their lives with dignity and financial independence.

Through a partnership with the Chatham County Hispanic Coalition, we’re focused on delivering targeted support to immigrant and working-class families, many of whom are falling through the gaps of traditional safety nets.
Why Project ReStart is Needed
The data paints a clear picture of the ongoing housing crisis and economic instability in the region:

-
Durham County: Over 51% of renters are cost-burdened, spending more than 30% of their income on rent. This statistic is sourced from the Durham Housing Authority's 2022 report on housing affordability.
-
Eviction Filings: Durham courts are handling 100 to 200 eviction cases per week, according to a report by The News & Observer in early 2023. This rate has returned to pre-pandemic levels, and many families face the looming threat of displacement.
-
Homelessness: The 2023 Point-in-Time Count, conducted by Housing for New Hope, found 375 individuals experiencing homelessness in Durham, with 144 being unsheltered. This marked a 10% increase from the previous year, including 10 households with children living without shelter.
-
Shelter Capacity: According to the Durham County Housing Coalition, the county only has 15 beds for women and 29 family rooms to accommodate those in need, a level of capacity far below demand.
-
Orange County: The Orange County Housing Authority reports an increase in eviction filings, particularly affecting single mothers and families with children, as rising rents and low vacancy rates continue to outpace wage growth.
-
Chatham County: A 2022 report by the Chatham County Affordable Housing Task Force highlighted that nearly 60% of renters in the area are burdened by housing costs, with vacancy rates near 2%, which is well below the recommended 5% for a balanced rental market.

-
Up to 3 Months of Rent & Utility Assistance
We provide families with direct financial assistance to cover up to three months of rent and utility bills to prevent eviction and utility shutoffs. -
Workforce Development & Job Readiness
Our program connects individuals to job training, resume-building workshops, and career placement services through local employer networks and workforce development partners. -
Financial Literacy & Coaching
Our culturally competent financial literacy sessions provide participants with the knowledge and tools to improve credit scores, manage debt, and plan for future financial independence.
"This isn’t a band-aid. It’s a blueprint for stability."

By combining short-term assistance with long-term solutions, Project ReStart provides a comprehensive path for families to rebuild their financial security and thrive.

Why It Works
Housing insecurity and job instability are deeply interconnected. Without stable housing, it’s impossible to secure stable employment. Without a steady job, maintaining housing becomes increasingly difficult. Project ReStart addresses both of these issues simultaneously, giving families not just the relief they need today but the tools they need to secure a better future.
